Research and Practice Interests

Dr. Wolff's research centers around the relationship between citizens and their governments, focusing particularly on bureaucratic discretion, citizen experiences in street-level service interactions (especially administrative burdens), and citizen perceptions of government.

One stream of his current work explores how citizens' evaluations of street-level bureaucrats' decision making are affected by information about whom the bureaucrat is serving. In a separate stream, he has a few projects revolving around K-12 education policy in the United States, including one that examines how a given policy's characteristics shape the degree of polarization surrounding the policy and another that analyzes school districts’ participation in voluntary interdistrict open enrollment programs.
